What does it mean when bullets are sold and they annotate that the bullets have been "Machine pulled-Resized-Polished"? Will these bullets load and work fine for plinking ammo? Thanks.

Means they were older ammo or had some other problem. The bullets were pulled from the brass and, probably tumble polished to make them shine. Sometimes they have a small mark where the jaws of the puller gripped the bullet.
Yes - They will be fine for plinking. Make sure the bullet weight is suitable for your barrel's twist rate.

Sounds good. Let me ask this now... has anyone had any trouble with machine pulled bullets that have been resized and polished? I am interested in anyone that has suffered from damage to weapons inability to properly load, etc. I understand that the bullets probably will not yield match grade accuracy. However, I can sacrifice accuracy if it means that I can pay less and still be able to reload reliable plinking ammo for my AR.

I have not...I'm sure some have.
What kind of bullet are you considering? What type firearm are you loading for? Are you plinking tin cans at 15 yards, or golf balls at 50 yards?

I will be using them in my RRA Entry Tactical AR15. I will be shooting silhouette targets ranging from 25yds to 300yds. Thanks.

Gig: Just a little bit more of information. It is my understanding that the Military can not sell loaded ammo directly to individuals (CMP does not count) so therefore companies must break it down and sell the components separately. There is also remanufactured military ammo, where again it's broken down to components and reloaded. Dosen't really make any real sense to me but...! I have seen some of the pulled 308 bullets and they do have minor pull marks on them. These bullets would probably be fine for plinking or informal target shoots in a Garand, but I would not use it at Camp Perry.

I have a few thousand pulled 150gr. FMJ .30-06 bullets and 147gr. tracer .30-06, and some pulled .311 7.62x54R bullets, all military surplus, all in very good condition. The only flaws are traces of the sealing tar on some of them.
I haven't shot any yet, but they all look very good, no "pull marks" on them at all. Got 'em at polygunbag.com (Bonaduce, Inc.). They may be out of stock now though. They also carry .223 and .50 bullets.

I think Gig is referring to some pulled M193 bullets currently being offered by Hi-Tech Ammo.

The price they're asking for 1000 M193 machine-pulled .224" FMJ boat-tail bullets (55gr) is very reasonable. I just received the ones I ordered for my father-in-law's AR. The bullet I checked was .745" long with a cannelure .240" from the base, weighed 55gr exactly, with a diameter of .224". There are some very minor marks on the side of the bullet from the machine pulling, but I doubt they'll severely impact accuracy. All-in-all, I'm well pleased (especially for the price).
