I know you cannot use modern ammo in a shotgun designed for black powder but can you use black powder shotshells in a modern shotgun?

Yes, it's perfectly fine, if you don't mind stripping & cleaning the gun with hot soap & water every time you use BP in it.
BP is very likely to cause rust & corrosion unless throughly cleaned with water-based cleaners to remove the salts left from combustion.

I am too lazy to do the black powder cleanup on a repeater, but it is no big thing on a double or single. I have been shooting black powder single shot rifles for several years now and they have never seen a pot of hot water nor are they rusty. The friend who got me into it has been shooting a Shiloh Sharps regularly for at least 12 years without washing it and it looks about 98%. Windex is wet enough, as is Moose Milk, usually made by emulsifying about 10-15% Ballistol in water.
