These are the emails I got from him. He didn't tell me this until I emailed him. I am thinking he sold it to someone else after we both agreed to meet yesterday.

The pistol is a Bulgy Makarov

I'm going to have to pull the ad and stop the sale. I found the SN is on a BATF list the requires remarking before sale.

Ron M.

I asked him, "How does one do that?" and he replied back with.....

I check the BATF dealer bulletins on a regular basis. I have a C&R license and need to make sure I follow all the rules. The Importer did not make the SN deep enough on a small lot (125) pistols. I just have to send it to them and the SN will be recut. These pistols had the SN in Cyrillic (Russian) script and were marked by the importer with U.S. required numbers and regestration.

Thanks

I have heard of this when those pistols were imported.

I think he's legit. If he was BS'ing you, he'd make up an easier story or just drop communication altogether.

There is a requirement that the serial number be a certain depth (to prevent easy removal), but I never heard of any guns being recalled if it was not correct. Cyrillic numbers are the same as ours, so I don't know what he means, maybe a suffix or something. As to required numbers and registration, I can only assume he means the "import marking."

Assuming that the story is true, is he going to sell it to you after the importer does whatever he has to do?

The issue was some of the Cyrillic letters that were used as part of the serial number. The ATF decided that the Cyrillic letters were not acceptable and that the serial number would have to be modified and restamped. It sounds like the restamped number was not deep enough to meet ATF regs.

I remember this was a big deal over on the Makarov boards when this first popped up a couple years back.
