1.) No, unless you cut a new notch for the magazine catch/release. The Cougar 8000 series does not use magazines from the 92/96 series. The 92/96 magazines fit into the 9000 series though.
2.) Yes
3.) 11 rounds - doesn't seem worth it. Odd in such a large grip.

My old duty weapon used to be a Beretta 96G and the LEO mags were only 11 rounds. The funny thing is that they were longer than the 10-round 96 mags by a hair. It doesn't seem worth the extra cost for a preban, if any exist.

I went through something similar when I contemplated the 9mm Cougar. Learned that the Cougar uses a dedicated mag & there is NO cross-over compatibility w/ the 92's. I was told it was just wishful thinking on my part :uhoh:

I believe Mec-Gar made some 12 rounders for the 96, but I am not sure.
