On gunbroker I see several non ffl sellers that say they will send the gun to a ffl dealer of your choice? How does this work? Is it legal?

Is it legal?
Yep. Guns sold across state lines must be shipped to an FFL in the buyer's state, but not necessarily from an FFL.

It's legal. Your local FFL holder sends the seller a copy of his FFL, and the seller sends the FFL holder the weapon. Then you pick up the weapon from the FFL holder, usually with a transfer fee.

It's legal but dealers have different policies. Some don't give a hoot at all where the gun comes from, some want a photocopy of the seller's identification, and some won't accept from a non-FFL period. So make sure you check with you dealer before you bid, and, if required, make sure the buyer is willing to send a copy of his id with the gun.
