The only part of a firearm that the ATF considers THE firearm is the frame/receiver, everything else is just stuff that the manufacturer hangs on it to make it work right. Because it is just parts you can have it shipped right to you with no FFL involvement.
(insert usual legal disclaimer, YMMV, etc, etc, etc ;) )

This sale doesn't require an FFL.
Normally, only one part of a gun, usually the receiver, must be shipped to an FFL. I can buy nearly an entire 1911 pistol from Brownells and have it shipped UPS ground directly to me, including the slide and barrel. The receiver, however, must be shipped properly to an FFL.
Other sites, such as Gunbroker.com, have help sections that clearly spell out your responsibility to insure the legality of the sale and transfer.

Correct me if I'm wrong, but isn't the large part at the top of the picture the reciever? I looks like it to me. On my Mossy 500 it's the part that has the model and serial numbers on it.

Ok, so I don't do shotguns enough to know what a receiver looks like at first glance :rolleyes: . At least I had a disclaimer in there to cover my butt :D .
(I wonder how long it will be until ebay pulls the auction)

Oops! Spoke out of line. I saw "field repair kit", didn't note "receiver" in the description, so I "assumed" :uhoh: Sorry!

Glad the seller added that FFL bit.
Even when insisting on an FFL, I thought that e-Bay stopped firearm listings a few years back?
I suppose with millions of auctions, they can't review them all, and to the uneducated it is just "parts", even if they did. I suppose it wouldn't get pulled unless someone complained, and those types are all figting over beanie-babies and Star Trek Spock plates from the Franklin Mint... :p
