Just bought a used MOSSBERG 464 30/30 with a Williams FP sight. Having never used that type of sight before I'm having a little problem understanding the purpose of the angular locking bushing screw in the adjustment process. Could not find any help on the web nor on Williams' site; called three times, always being asked to leave a message. Any help and/or additional advice is appreciated.

That screw is to lock the slide in place once you have the elevation adjustment dialed in.

I take it then that this screw in addition to the elevation set screw needs to be loosened before attempting any elevation adjustment?

Also I'm wondering if the target knobs are available separately and are easy to replace the slotted screws; they take a mighty fine screw driver, would hate to be without one in a pinch.

When you loosen the screw the small one loosen just enough to make the adjustment, my instruction caution against turning it out to far.

Target knobs are available seperately.
But you really don't want them on a 30-30 used for hunting.

Zero the rifle 1" high at 100 yards and lock the sight down.
Then don't mess with it again.

It will be 1" low at 150 yards.
6" low at 200 yards.
13" low at 250 yards.

Thats pretty easy to remember how much to hold over, and you shouldn't be shooting anything much further then that with 30-30 iron sights anyway.
