Grain Valley joined other public entities Tuesday in passing a gun policy that takes into account the new concealed weapon laws.

The Board of Aldermen unanimously adopted a policy forbidding anyone from carrying a concealed weapon into public buildings.

The new policy also requires posting of signs indicating the prohibition against weapons.

Police Chief Aaron Ambrose said police have heard of no problems with people carrying concealed weapons into civic buildings. Calls from citizens concerned about the law have dropped to nothing, he said.

Alderman Brad Knight, liaison to the Grain Valley school board, said the school district had recently passed its own concealed weapon policy, and that district board members had asked the city to consider modifying its policy to conform with the district's.

Somewhat ironically, the board was asked to approve a license for new Grain Valley resident Phillip Caponetto Jr. to sell guns from his home.

Caponetto said he only sold the guns as a wholesaler to other gun dealers, and that he generally only moved at most about 30 a year. He said he kept no ammunition at home and only a few of the guns at a time. He said he also complied with all of the federal regulations pertaining to selling guns.

Ambrose noted that he appreciated citizens like Caponetto who take care to contact the city and follow the appropriate legal guidelines.

Too many people choose to sell guns illegally, Ambrose said. The board unanimously voted to approve the license.

Alderman Sharon Stewart, however, directed city staff to research an ordinance that would limit the number of licenses issued to home-based gun-sellers.

"I'd hate to have a whole neighborhood full of them," she said.

Caponetto agreed.

"I'd support (a law) like that," he said.

Of course he'd agree, as he's grandfathered in.

The whole tone of the article is that of a group of knuckleheads wracking their brains for an ineffective solution to a non-existant problem.
