Who makes the best pepper spray?
I have looked and found FOX to be very impressive?

Your top brands that are popular with law enforcement are Fox, DefTec, and Sabre. I don't have any conclusive empirical evidence of which is "best." In fact, in an informal test on another forum, their performance was pretty close to each other. These brands tend to have higher concentrations of pepper. That is, rather than just claimed how much % OC they have, they also use hotter OC in scoville heat units. Fox uses 2%, but with 5,300,000 scoville pepper. Most cheap brands used 10% with 2,000,000 scovilles. In my own experience, the effect of the higher scoville pepper is quicker, about 2-4 seconds.
There is also spray pattern which many brands offer a variety of. This is you choice based on your needs and training: Stream, Cone, Fogger, and Foam.
Streams have long range and saturate the target quickly. However it takes some time to "zero-in" on the target and it is primarily intended to get one target at a time.
Cone patterns are wider and increase the odds of an immediate hit. It can also be used more quickly against multiple targets.
Foggers spray a mist of sorts, and are mainly for outdoor use in crowd control situations.
Foam is like shaving cream, and is intended for indoors and at very close range, because it does not splash back or contaminate the area as badly.

My only experience was with Fox Labs, it was loads of fun- like bobbing for french fries.

I'm rather partial to Freeze +P, not sure if civilians can use it. I use it as a police officer and have been sprayed with it...it worked on me. I can work through it, but it does its job to get away from someone
