I have read that this butterfly style knife, a Hackman, has some connection with use in American intelligence agency operations. As such, I'd imagine that they would have a market of their own for collectors. I see one on ebay, and it's still reasonable.

Can anyone help with any history on this knife?

Frankly, sounds very, very fishy to me. IMHO, most covert types take great (GREAT) pains to avoid anything that marks them. Not just hardware, but things like shoes, watches, pens, haircuts, etc., etc.

The knife itself may be a great knife, but the "intelligence agency" bit sounds like hype.
