Simmons Pro 50 Rangefinder

I have a Simmons Pro 50 scope. It has a reticle with a vertical line and 2 horizontal lines. I understand that the top line is a rangefinder. How is it used? How many moa is the space between the 2 horizontal lines? Thanks
