RKBA-PA] Pa's reciprocity agreements

The Commonwealth of Pennsylvania currently has reciprocity agreements with
four states that recognize a valid license to carry firearms issued to a
Pennsylvania resident. In return, Pennsylvania recognizes valid firearm carry permits
from the following states:
