When I place a round in an officers model barrel, when the barrel is dissasembled from the pistol, there is some play between the live round and the barrel chamber ie. the round can be wiggled back and forth or up and down slightly. Is that normal?

Yes. Perfectly normal

A combat grade barrel like yours generally has a fairly loose chamber to insure functioning when dirty or with slightly out of spec ammo.

If the round fit the chamber perfectly with no "wiggle room" it would be much more susceptible to malfunctions from dirt & lint & odd ammo.

One of the more importent roles of the cartridge case is to expand and seal the chamber when fired, and it will do that.
