IP Address Trace?

Do administrators have the ability to trace and ban a IP? Never really gave it much though until today, and I couldn't care less about tracing my connection (though I'd rather not be banned), but I noticed a disturbing post (http://www.thehighroad.org/showpost.php?p=5951784&postcount=51), which is an advertisement and started thinking that this could potentially become a problem. Are there any ways to prevent such spam within the forum? Have other incidents like this occurred previously?

Yes they can.Great news! It may not completely stop the madness, but it will make it a good bit more trouble. After all, there are no impenetrable fortresses...only those that cost too many lives to attack.
