Wiinchester model 12, 12 gauge shotgun

I just bought my husband a shotgun from the pawn shop. It has a smooth barrel (no rib), barrel length is 20", smooth stock, grooved pump, serial #1782850, chambered for 2 3/4" shells only, has "winchester proof steel" stamp on it. Someone told me it might be a riot gun. Very little wear on the gun. Does it have any value as a collector item?

If it is a factory riot gun, yes it does. Does it have any police or U.S. govt. markings?

Barrel a choked cylinder (to shoot buckshot)
Plain pistol- grip walnut stock

Fitted with barrel hand guard and bayonet lug

Whole gun is 'Parkerized'

"Winchester proof steel" became standard for all Winchester shotgun barrels in the early 1930's.
Sounds like a riot gun but not sure.
Looks like it's a 1959 according to this Winchester serial # lookup
