Gun Registration, mental institution question

I've noticed that in addition to the "have you ever been adjudicated as a mental defective or been committed to a mental institution" question that is on a registration form, there's also the verbal question (at least in California) of "have you ever been a patient in a mental institution?"

Are those verbal questions only in California, or in other states, too? There's a big difference between having been in a mental institution voluntarily to seek help and having been committed to one. As far as I know, there's no law against gun ownership for having been in a mental institution voluntarily. Why the verbal question, then? What would happen if somebody answered "no" to the written question and "yes" to the verbal question?

The federal version is anyone that "Has been adjudicated as a mental defective or has been committed to any mental institution." It does not ask if you have been a patient in a mental institution.

I take that to mean you have been ruled mentally defective or you have been committed against your will to a mental institution by a court or licensed professionals.

I just got my hand gun safety card today:uhoh: and bought a gun :uhoh: and did not see that question. I read form very carefully for the "new proceedure".:scrutiny:

In NJ we get a whole piece of paper that we have to sign in front of the nice officer releasing any and all info so the State can check with all mental institutions to make sure your not one who is "prohibited".

It seems that the questions they ask verbally roughly match the questions answered on paper. So I'm wondering why they even ask the verbal questions, and why the differences in wording.
