how do you go about getting rid of the lateral motion between the upper and lower reciever of an ar 15. do they make shims or washers to make up for the difference between the pins?

Try this: http://www.dpmsinc.com/store/products/?prod=241&cat=1526
They sell them pretty much anywhere, try e-bay even.

They also make adjustable split-pins like these.

I don't recommend them though, because it is possible to break the pin hole lugs out of a lower or upper by tightening them too much.
