Question regarding users taking payments with PayPal

I am unsure where to make this request, but this seemed the most logical place. More of a policy-related question than a technical question -- I noticed that several users who are selling things and accept PayPal are stating that they accept paypal with an additional 3-4% surcharge. I understand the desire to do that because of the fees PayPal impose on sellers, but this is against their policies as stated in their user agreement (https://cms.paypal.com/cms_content/US/en_US/files/ua/ua.pdf) and it irritates me that sellers try to pass this on to buyers. We all know their stance on our hobby, but it's just darn convenient to use.

Is this being cracked down on or enforced?

Not something that THR can address since we don't have any relationship with PayPal.
