what are the legal ways to permanently attach a flash suppressor/muzzle brake to a barrel to make it legal in lenth

a blind pin? and what type of pin? roll pin? solid pin?

For Federal (ATFE) regulations, as long as it's permanent, meaning it will take tools to take it off (roll pin, blind pin, solid pin, staked pin, etc). For State? Who knows. You'd have to check that.

The four accepted methods are:

Blind pinning
A solid weld around at least 50% of the circumference at the junction of the two parts
High temperature silver soldering (1000 Fahrenheit or above)
4 equidistant tack welds

What nalioth means by blind pinning is that both sides of the pin hole have to be covered by weld. This way the pin is non removable..
