The Colt Commander had an aluminum alloy frame and steel slide; the Combat Commander had steel frame & slide. Can't help with the year, but I'm sure help is on the way

Yep, it's only a matter of time :).
You raise a great point: I have some of these and I have no idea about the date of manufacture, etc :o.

Call Colt tell them serial number and type of pistol and they will give you the year
1 800 962 COLT

That would be about 1980. The frame should have been finished to match the blued slide; probably someone got it scuffed and then just stripped it. This is not uncommon with the alloy frames since they won't corrode like the carbon steel frames.

COLT didn't start using the CLW Serial Number pre fix until 1969 however, all the numbers I see for it have a 7 digit SN with CLW00XXXXX oposed to your 6 digit CLW04XXXX.... It seems the last recored list (I can find) of the CLW prefix was 1978. Very confusing. A quick call to COLT would clear it up in no time.
As for the alloy frame. It is actually called COLTALLOY and was specifically desgined for COLT by ALCOA. Due to the fact that it was desgined in the late 1940's, it is most likely a 6000 series alum. Probally something along the lines of 6061.
