Luger problem

I recently received an artillery luger and am trying to learn about it.
When I pull the action up (to install a dummy bullet) it only goes 1/2 way up and does not take the cartridge. However the firing pin is cocked for fire.
Any ideas?

Oh, and does anyone know a good gunsmith for this kind of arm in the Chicago area?

It's possible the sear blocking safety is not allowing the cocked striker to clear the sear in the Safe "Gesichert" position.

In either safety position, the action opens 1/4 inch only.

Do you have recoil spring force on the toggles when you open it as far as it will go?
If not, the toggle coupling link is not hooked to the recoil lever in the frame.
Take the receiver off the frame and see if it will open normally.
To do so:
1. Push the barrels muzzle against something to push the receiver back on the frame.
2. Rotate the side-plate locking bolt down and remove the side-plate.
3. Slide the receiver off the frame to the front.
If the toggle opens normally while the receiver is off the frame, put it back on making sure the coupling lever is properly hooked to the recoil lever.
Push the muzzle back again and replace the side plate.

Be careful with the gun apart. The action, even without being attached to the frame, will fire a cartridge if a live round is inside.
Push on the side where the plate went while cocked and you'll see it happen.
