Can anybody hook me up with the rules & way how it is for NFA short barreled shotguns as they relate to a Washington state resident?

Like most of the cursed things this RCW 9.41.190 pretty much directly contradicts US vs. Miller dosen't it?
I mean, if the Miller decision exempts non military firearms from protection under the 2nd, and this RCW declares short barreled shotguns as suitable only for military/government forces...
