What state DOESN'T require fingerprints?

Is there a state that doesn't require fingerprints in order to get a concealed carry license? No, I'm not trying to game the system. I need this to add credibility to a script.

Yes, I know I can research the laws of each of the 50 states. It just seems to me that the more efficient way is to ask and then sort through all the responses that tell me to research the laws of each state. I'm sure SOMEONE will just help me out and confess that he happens to know that his state doesn't require fingerprints.

Vermont and Alaska don't require fingerprints. Residents do not need a license in the first place though so I'm not sure if that helps your point.

I can rule out Kansas, as fingerprints are required here.

Texas requires fingerprints, and a thumb print just to get a drivers license. So much for macho, free, wide-open-spaces, true republic tied to the USA by treaty and not a state, Texas.

No prints in Iowa. At least not in my county. We have 99 different laws here. 1 per county. I live in one of the good ones.

i'm in Maine i got mine through my selectmen were i am a resident of my town and did not need to be printed but I do not know if you go through the state Police

Just a clarification on Alaska (since I live here, and have an Alaska Concealed Handgun Permit.)

You can still get a ACHP. It is not necessarily required, however, I still maintain it. There are still some limitations on concealed carry. For example, we have "home rule" jurisdictions (cities, such as Juneau) that have more stringent restrictions. That is allowed as long as the city does not try to adopt less restrictive policies.

Okay...Back to the original question. When I received my initial permit, I was fingerprinted, and was issued an NCIS-Exempt permit. When I renewed (which was via mail) in order to get the NCIS-Exemption again, I would have had to submit new prints. Unfortunately, there was no one in Juneau certified to do the prints (the Police will not do it.) As a result, I received a permit and still have to go through the NCIS check when I purchase a firearm.

The plus side is that, since I generally go back to Indiana for vacations, they honour our ACHP for carry purposes. Hope this helps.

In VA is is optional, up to the jurisdiction you live in. Arlington Co and Fairfax Co require them.

Regen, I recieved my concealed carry permit a couple of years ago, in Fairfax Co. and wasn't required to submit prints. Has this changed recently?

You just gotta be 21 yrs. old to purchase and carry handguns, and be able to pass the standard NCIC backround check...
Legally speaking, you can own one earlier than that with parent/guardian permission. Technically speaking, you can carry during hunting season and/or on your own property, but you can't buy ammo for them until you turn 18 for rifle/shotgun and 21 for pistol. I actually know a local cop who, as a fresh-faced Acadamy graduate, could carry during duty, but had to have his father purchase his ammo.:o

13 V.S.A. § 4003. Carrying dangerous weapons
§ 4003. Carrying dangerous weapons

A person who carries a dangerous or deadly weapon, openly or concealed, with the intent or avowed purpose of injuring a fellow man, or who carries a dangerous or deadly weapon within any state institution or upon the grounds or lands owned or leased for the use of such institution, without the approval of the warden or superintendent of the institution, shall be imprisoned not more than two years or fined not more than $200.00, or both.

Alaska Concealed Handgun Permits

Alaska Statute 11.61.220 allows anyone 21 or older, who may legally carry a firearm to also carry it concealed without having to obtain a special permit. The possession of a firearm at courthouses, school yards, bars and domestic violence shelters will continue to be prohibited. Alaskans may obtain a concealed carry permit if they want reciprocity with other states.

A person 21 or older may be charged with Misconduct involving Weapons in the 5th degree under AS 11.61.220 if s/he

* fails to immediately inform a peace officer that s/he is carrying a concealed handgun
* fails to allow the officer to secure the weapon or fails to secure the weapon at the direction of the peace officer, or
* carries the weapon concealed within another person's residence, unless s/he has first obtained the express permission of an adult residing there, whether or not the person has a concealed handgun permit.

ACHP are not recognized in Alaska because there's no requirement for a license, they're purely for reciprocity.

EDIT:
Forgot to mention, municipalities are prohibited from passing legislation on firearms that is MORE restrictive than the state, not vice-versa.

I got my carry permit through the Maine State Police, no fingerprints required.

Thanks for the added info on our great state of Maine I am going to get my wife in a hand gun safty class so she can get her carry permit and will probly go through the State Police for the permit for I do not know how long I will still be able to get it through the Selectmen here.

To keep things in perspective, most states require you to get fingerprinted to adopt a child. The feds require finger prints to join the Peace Corps (also the military?)

California requires the following:
State or Gubmint ID
NICS check
3 month wait period
Blood sample (1 pint)
Mother's maiden name
Birth certificate
Passport
Language and eye exam
Blessing of the "Governator"

Not too sure about prints though. Just adding a pinch of smiles to the thread.

After some lengthy research on the DOJ website I have concluded that the state of California does not require fingerprinting as part of the CCW requirements.

You are right about not needing fingerprints but in my county the last time I renewed my permit they took my picture right there in the sheriff's office and made a photo ID type permit.

Not a bad picture of me either! :-)

No photo in my county(Blount). Neither photo nor fingerprints are required by the state of Alabama(the original question). What county are you in,JellyJar?
