Sebastian the Ibis

I've got some birdwatcher friends that asked me about putting a holo sight on a telescope to speed up target acquisition through the scope. It seems that birds (out of range of identification by binoculars) often only sit still for a few seconds, and fly away before a telescope can be trained on them.
Some telescopes have sights on them, but they all seem to be equally useless. My Kowa TSN-822 has the equivalent of a coffee stirer glued to it.
I want to add some sort of rail to the flat part of the scope next to the useless coffee stirer. Then add a cheap barska or NcStar sight. My field of view is roughly minute of scoreboard at 100yds so I'm not too concerned about the quality of the sight. I just need to figure out a way to mount it.
Has anyone put a rail on a flat slightly rubberized surface? I was thinking about using hose clamps and electrical tape to see if the concept works, then using epoxy to attach it more permanently.
Any thoughts? Comments?
