Barrel rust

I've done a search and most rust related threads are regarding exterior rust. I'm cleaning a rifle and lo and behold i see rust on half the lands of the rifling near the end of the barrel. A friend suggested using penetrating oil and just repeatedly using the copper barrel brush. I did that and repeatedly brushed it out using hoppes also. It still looks exactly the same. It is as if the brush tines are not really contacting the top of the lands and are slipping into the grooves. Or maybe I'm just not using the right products. I think I need to use something to work directly on the rusted part as a bore brush doesn't seem to do the trick, but I don't want to do anything to damage the rifling or crown. Browning a-bolt, blued barrel if that matters. Thanks in advance for your advice.

You sure it isn't copper fouling?
I'd get some copper solvent and try that next.
If that doesn't work, use JB Bore Paste.

I think rc nailed it. Butch's Bore Shine or JB Paste is your friend. I prefer Butch's. When the patches quit coming out blue the copper is gone. Oil patch,clean patch and your done.

try foaming copper remover if it is rust it will reach it anyway. if not shoot some rounds through it that might break the rust loose (as long as its not toooo bad).

If it really is rust and brush/steelwool don't work you might try plugging bore and trying Naval Jelly but keep it off the Blueing it'll take off in a hurry.
I've gotten rust out of bore that way but it leaves the bore area frosted looking until lapped. but it does get rid of rust in pits. Don't forget to neutralize and oil or the bore will rust before your eyes.
