Still 23 to get a Mo. CCW permit, but Mo. recognizes all out of state permits. The age was raised to 23 as a compromise to get the bill passed.

I know a lot of people in Missouri who are getting Florida and Utah non-resident CCW permits. I believe the age is 21 for Florida and I'm not sure about Utah.
