Political alliances do (and should) change as needed. Remember that Jimmy Carter was Commander in Chief when the Iranian revolution occured. The US military was in disarray, and we didn't have many political options in the region at the time.
I don't think anyone approved of Saddam's use of chemical weapons on the Iranians, the Kurds, or anyone else. Nor did anyone predict that he would spend his every waking moment obtaining and deploying every weapon of mass destruction conceived by mankind.
This is a man that has been known to shoot staff members who disagree with him during meetings. Perhaps letting him keep VX, anthrax, dirty bombs, etc, might be a bad idea.
