Magazine Capacity, CRF?

Some Winchester M70's have three and some have four round magazines, I understand that. The USRAC website has the following at the bottom of each page, and that I don't understand: "NOTES: ****For additional capacity, add one round in chamber." I think they're saying, "Magazine capacity for the .300 Win Mag is four: 3 in the magazine + 1 in the chamber."

How do you get an additional round in the chamber on Controlled Round Feed, which has to feed from the magazine?

How do you get an additional round in the chamber on Controlled Round Feed, which has to feed from the magazine?

Load magazine (any number of rounds up to capacity)
Insert magazine into rifle
Cycle bolt to feed top round into chamber
Activate safety of rifle if not already activated
Eject magazine
Load or top off to full capacity
Re-insert magazine

I honestly don't know why the big companies don't make 10 round magazines for their detachable box mag semiautos. If nothing else, it'd make them that much more convenient at the range.
