I don't know the answer, but you must always factor in the shipping and handling charges when doing a price cokparison. It really gets confusing.
I like Graf & Sons. Free ship, but a small handling charge.
EBay is often a real rip-off as folks want to get near retail plus shipping for their used, and sometimes very old loading dies.

Try MidwayUsa.com. I'm not sure they are the least expensive but they're probably close. I recommend them because their service and selection are excellent. I have purchased several sets of Redding dies from them and they were always in stock and shipped the same day.
