So if you own a car but don't pay rent or utilities, you can use your DMV registration card as proof of residency when purchasing a new handgun.

That's positive news to me. I don't have a car registered under my name but I would assume a motorcycle registration would count. It's the same form anyway.

I notice that nobody inserted the word "legal" prior to the word "residency".

Owning an automobile doesn't seem to be proof of anything other than owning an automobile.
