Does the length of unfired 2-3/4" shots vary manufacturer to manufacturer?

Yes. The 2 3/4" is the length after the shell is fired. Because of different ways to crimp the shells the length of unfired shells may differ slightly.

So,this length issue can reduce mag capacity from 7+1 to 6+1?

Yes, it can and sometimes does. Roll crimped unfired shells are often longer than star crimped unfired shells.
