Today in civilian use, Ball usually refers to FMJ as opposed to Hollow Point or Softpoint. In the military, it refers to FMJ over Incendiary, Armour Piercing, Tracer, Blanks, or any of the other special purpose rounds they use.
The term comes from when the military used to actually use solid lead balls as projectiles in their rifles.

The term comes from the old rifles which literally fired a "ball" of lead. In the military service it means a bullet which is not special purpose ammo and is inert. Special purpose and non-inert ammo would be armor piercing, tracer, incendiary, and explosive.
