Does anyone have any expierence puchasing a C&R Handgun in Upstate NY with an 03FFL? Can you just purchase it put it have it shipped to you and put it in the book? Or do you have to go through an 01FFL?
BTW I do have a Permit to Carry a Pistol. Not trying to get around the law just don't want to break it when I get my 03.
Also anyone know of some C&R Forums?

Check with your local Judge/County Clerk/Licensing officer but I am pretty sure that you can receive the handguns through the mail as long as you pick up a purchase document from the above judge/clerk PRIOR to receiving the handgun in the mail. Then you would take the gun with the purchase document to the clerk and they would add it to your license.
So if you wanted some C&R .44 russian revolver, you get a purchase document for that caliber, then place your order with your favorite C&R dealer and presto, your posession is legal as soon as you receive it.

Well in NY you must have a serial # to get a purchase coupon and a reciept.

NY requires dealers have a state license to do business with handguns. Having a C&R does not automatically give you any priviledge to do so in NY. Any shipped handguns - C&R or not - must be handled accordingly (i.e.: thru a 01FFL).
