I downloaded the Voluntary Appeal file application because I am being delayed on every single firearm transaction due to a past restraining order that was dissolved. It usually goes like this...


1. I go to the gun shop and look around.
2. Find what I am looking for and say "I want that one."
3. Fill out form 4473
4. Get "Delay" and then "Proceed" 24 hours later...


I filled out the packet but they are saying they want a fingerprint card rolled by law enforcement agency. However, I contacted my local PD and the county sheriff and they both do fingerprinting, however you must supply your own fingerprint cards and I cannot believe I am unable to locate any whatsoever, nor do I know exactly which ones are required.

The ATF supplies three types of card via their form order line http://www.atf.gov/forms/dcof/ but it is not clear whether any of these would be suitable for VAF.

Since the VAF application does not state which fingerprint card should be used, it could be that any cards used by your law enforcement agency are acceptable -- or maybe any cards at all. I would ask your local PD what cards they use.

The ATF ones are pretty standard and are the same as most other agencies seem to use too.

According to the FBI NICS Appeal Process (http://www.fbi.gov/hq/cjisd/nics/nicsappeals.htm) site the fingerprint cards should have been included in the packet. If they weren't, you can call FBI NICS at 1-877-FBI-NICS (324-6427) and request a set.
