I need a .38 target load for range plinking. Should I use Lead and is there a preference? Powder charge? I have HP38 on hand that I can start with. Correction it is a 2.25inch..

Any 158g cast lead (rnfp or swc) over 4.2g of HP38 shoud do fine. I shoot alot of 2.8g of Bullseye under a 148g home cast full wadcutter. Either shoots fine from any .38 cal platform for me.

I don't have a 2.5" Smith, but do have a 2.25" Ruger. I usually shoot +P loads through it using 158gr LSWCs from Missouri Bullet Company. For leisurely plinking, Bullseye is hard to beat as a powder. HP38/231 is probably number two in that category. You can get lots of load out of a pound, that's for sure.

You don't specify a lot of things in your question.
J frame?
K frame?
.38 S&W or .38 S&W SPECIAL
Is this a modern gun? or one from the 1920's?
Is it an airweight? scandium? 1960's steel frame?

All of these questions will impact a good answer.

Hondo, Thanks for pointing that out.. Its a S&W 637 38 +P airweight J frame fairly newer maybe a couple of years.
