Leupold scope mounting question

I am trying to install a Leupold scope to my new Winchester Model 70, but I can't figure out which way the front base is supposed to be oriented. Should it be oriented the way it is in picture #1 or the way it is positioned in picture #2.

The bases are Leupold STD Win 70 Rev. F & R 50023, Matte.

Correct in figure 2. The distance in fig 1 would probably be too long for most scope tubes. The Rev F&R is typically used for long actions for this reason.
