I purchased a glock le/govt magazine today at a gun show today because I thought it was neat and cheaper than a brand new one. My question is the can I replace the internals with a new follower and spring? The follower it has tillts more than my new mags. I tried goolge and didnt find the info I was looking for.

If the magazines function without issue I wouldn't worry about replacing the followers but you should always replace the magazine springs on used magazines as a matter of good prudence.

My concern was with the tilting of the follower. On the magazines I currently own the follower goes down level when pushed on one side. However this Magazine tilts dramatically when pushed on one end. Will this effect reliability?

Only one way to answer that question.
Put a hundred rounds through the magazine.

Anytime you buy a used magazine you are taking a gamble.
Best to try it out first before you go and fiddle with it and really screw something up.:)
