I've been bouncing around and I keep hearing about C&R FFL's, but I honestly have no idea how one would go about obtaining such a licence. Anyone care to enlighten me?

Go to the ATF website. You can now download, fill out and print the application (Form 5310.16) off of there.

The only thing I found myself wondering over was #9, block 2 which asks for "position and social security number", most people put in "collector" as the position. I did and mine went through fine

Fill them out. Make three copies. One for your records, one goes to the head of whatever Law Enforcement agency has jurisdiction over your residence, the other goes to ATF with $30.00. If you filled it out correctly and there is no reason to not give you one, your license will arrive in about 60 days, sometimes shorter. An information packet, rules and regs etc will follow it in about a month. Pretty easy overall. When you get it DO NOT SIGN IT... a lot of places want an actual signed one on file. Make about 20 copies of it, sign those as you send them in to suppliers. Put up the original and never sign it. Keep a signed copy in your wallet for those "finds" that you come across. You will need to keep a bound book record of firearms bought and sold using the C&R. I bought one online at http://www.lulu.com/product/item/cr-bound-book/13041884, has space for like 344 firearms, probably a LOT more than I will ever need, and a table in the back to keep track of where you have send your license to.

Good luck... I got mine and first purchase was a 1942 Tula arsenal 91/30 from Classic Arms, a nice shooter and the company was great to do business with, I ordered on Friday and had the rifle in hand on Wednesday.

Depends what you're interested in. A C&R FFL license doesn't give you the ability to have ANY gun you want shipped to your door - only specific firearms that fit the C&R criteria.

It is my understanding that you send them an email with your mailing information and they send you a packet with the form they want you to use. They used to let you download it, but I believe you have to use their form now. That's what I did. You no longer have to get fingerprints either.

If you like guns older than 50 years that can be true - if you buy newer it will still have to go through an FFL01. On the BATF website they have a downloadable list of what has already been declared as C&R.

No. It gives them the right to inspect your bound book periodically (once a year, if memory serves) and you can simply arrange to bring it to your local ATF office. The belief that it gives agents the right to barge in anytime they want is a total myth.

Um, I hope that's not the case. I didn't print mine double sided, and they haven't sent it back yet. They better not reject it at this point ... they've already charged the $30 to my credit card.

I've read reports of trouble about a year back where forms printed from PDF were being rejected for not being double sided and not being printed in green paper, but I think all that's cleared up now that the forms are actually available on the ATF website. Prior to September of this year when the form became available on the ATF website, all PDF forms were unauthorized. They explicitly allow printing on white paper, but they don't say anything about having to print it double sided.

I hope you just typed that wrong or that I'm misunderstanding.

A C&R is a type of FFL, and you are required to keep a "bound book" record of all firearms acquired using the license.

I've had my C&R for 5 years or so. Not a peep from BATFE. And records are required by law and regulation to be kept.

If you read the following link you'll find that they charge it to your card upon receipt of the forms and IF they reject it they shall credit the $30 back to the card.

You need to review the regulations on a C & R, because the last I knew you were required to have a bound book listing all C & R firearms you have in your possession, and records showing the disposition of any C & R firearm you had and sold or traded to better your collection. You are not required to list any modern firearm you have in your possession.

There most certainly is. But no need to purchase one. Numbered pages in a three ring binder satisfy the requirement.
