I'm looking for some goggle covers. I've seen troops in Iraq with some sort of black cover on their goggles to keep them front getting scratched when not in use.

Heck, I just used an old black sock, open on both ends, to cover my goggles down at NTC.

Do you take the strap off and thread it on or is it slit and velcroed back somehow. It looks like just the thing for ATV goggles to keep them from getting messed up.

While using a dead sock has always been a valid field expedient, Eagle Industries www.eagleindustries.com makes the goggle cover that is issued to certain folks in the military.
They are available in OD, Khaki and (yecch) black.
