I know someone who has one. Works great. Reliable, accurate, light enough to one-hand, works well with a single-point sling. I held it, and like it. One big downside, though, is they charge a lot for accessories that are pretty much absolutely necessary. Things like the handguard and muzzle brake.

I like mine, I bought it when they first came out. I've had no issues at all.

VERY LOUD. No practical use. I have one. It's reliable with silver bear ammo. I just don't know what to do with it.

The whole point of the PLR-16 is to give you a lot of firepower in a very compact, lightweight package. And with that, it succeeds. It carries well with a single point sling, and can even be concealed under a duster. It's also a viable option for handgun hunting. I wouldn't say there's no practical use. It's something I might carry if I was hiking in the backwoods and wanted more firepower than a pistol could give me.

how much muzzle rise does it have during rapid fire strings?

Quite a bit. The Kel-Tec brake helps a lot.

Pros:
Cheap (as compared to an AR or Sig 556 pistol)
Light
Easy to mount an optic
Fun
Cons:
Seriously loud with a lot of muzzle blast
As per the manufacture it cannot handle a lot of sustained rapid fire
Finicky with steel cased ammo
Barrel is to short to run a suppressor without voiding the warranty. Which is a shame since this gun cries for a suppressor.
Kel tec build quality (I've owned a number of KTs so this is not a bash just an observation of them compared to a number of other brands I own)
A fair ammount of velocity is lost with the very short barrel.
At one time I planned to SBR one, but comments from kel tec employees on the KTOG forum (which is about as big a biased fan boy site as there can be on the internet) indicate that the weapon cannot really be run too hard with out risking damage to the gun. In the end I realized I'd be much better off to pay more for a weapon that was built to be used the way I wanted to use it than to spend money on the tax stamp.
They are a great gee wiz toy, but every task I can think of off the top of my head is better served by another weapon IMHO.

I have an SU16C which is essentially the same gun but with a 16" barrel and folding stock and it has been shot extensively without a single problem.

Here is a video of the SU16C being bump fired and even under full auto it does just fine.

I owned one for a while. It was fun to shoot, but I was never able to obtain the long range accuracy M2 Carbine and other show...and I am one who shoots standard service pistols at 100yds and gets good results. I do much better at 100yds with standard pistols like the browning HiPower and even the Tokarev then I was ever able to achieve with the PLR16 I owned.
Eventually, I decided it was not as useful as my amd65 with it's folding stock, which is nearly as compact yet has the option of extending the stock.
I sold mine.

If you have to have a "practical" reason for owning a gun, something like the folding stock AK is only a few inches longer than the rifle caliber pistols.

I got an itch for a SBR or a AR pistol and after looking at spending < $500 for the PLR Versus spending $1000+ for a AR pistol, I ended up getting the PLR with money left over for a sight and a suppressor.
Picked it up yesterday, waiting for the accessories to arrive.

What suppressor are you running on the PLR?

I haven't decided on one yet, still researching that.

I ask because it will void the warranty of most (all?) companies suppressors to run them on a barrel shorter than 10". The PLR has a 9" barrel and thus is not suppressor friendly.
