Sub Recoso?

I recieved my MN conceal carry permit just the other day and the County Sheriff decided to express his displeasure with the new responsibility. On the bottom of my card just below his signature line he wrote this statement- "Sub Recoso". Does anyone know what that is spose to mean and how it translates? Also, for the lawyer types, this, I assume  , is a legal document, does the Sheriff have the right to add his personal coments to it? Is there any recourse or an avenue I can travel to express MY beliefs? This particular Sheriff's views against conceal carry are well documented, but I don't think he should make his beliefs known on my carry card. Especially when I took the time to complete the class, pass the back ground, pay the man, and jump the rest of the political hoops.
Any help here would be greatly appreciated. Thanks.

You need to fire your sheriff.

Dear SPFDRum,

Loosely translated, it means "under protest". He's acceding to the law but making a statement that he doesn't like it. Of course, he doesn't have to like it, it's the law. He thinks he's being a wise guy.

Be well,

Scarface

SP, don't know what the war chest is like, but have you considered talking to an attorney there about an injunction to make him stop doing this?

As well, Standing Volk is right. Fire your Sheriff at the next election, however you must immediately disarm his department. Do everything you can with the State and County government to disarm him--hit him where it hurts--the money. Dry it up!

Hit the training money first as it is usually discretionary. See if the County Commissioners will sell all the weapons the police have. Do whatever you can to see that he and his department do their jobs with rocks and sticks and no vests.

Thank you for the quick posts. Knowing what it means will allow me to email the right people in my own protest.

Jeez... sorry to hear about that.
Pardon my french, but your sheriff is an arse for doing something like that.
Sounds like He's an elitist to boot.
Please keep us posted on what happens.

I remember reading about this in the "Legal and Political" section, and I also recall that it was the Washington County sheriff. If you're interested, do a search for "sub recoso" in that section.

not to be a proof reader, but if you are going to search, the proper spelling is

sub recUso

From what I remember, there is probably not much legal recourse for this except to be sure he doesn't get voted in next election again.

Great, the sheriff puts his unsolicited comments on my card, and can't even spell it right!

Are you sure he spelled it incorrectly? Since it was handwritten, it might look wrong when it is actually spelled correctly. The reason I say that is that I had heard of a sheriff in MN doing that reported here: http://www.2ndamendment.com/Miscellaneous/News/20030627-8.htm

It sounds like you already have gotten the last laugh. You have a valid permit that he dosen't want you to have. You get to keep your permit whether protests it or not. I also would try to make an issue of it the next time he comes up for election. Bring up the subject at one of his election meetings. It would be interesting to see if he has the guts to stand behind his statements come election time, or if he chooses to place the blame on some underling.

Yeah, it would be interesting to see if he stands behind it. If he doesn't think you should have the permit, he shouldn't issue it. He has a duty to ensure that only qualified applicants receive permits. If you are qualified, why is he protesting? I'd go to any debates or public forums and ask why he's issuing permits to people he thinks shouldn't have them.

I wonder if it has anything to do with liability. "I only granted this permit because I had to."

Can't remember the county (but it was one where they denied all CCW before shall-issue), but the sheriff said that CCW holders were "soft white guys who look in the mirror and don't like what they see so they carry a gun."

Its in "Legal & Politcal", too. IIRC, its funny cause if you see his picture he kinda looks like a "soft white guy" too!:D
