Modifying AR to cycle light loads?

Anybody aware of if/how it's possible to set up an AR-15 to shoot (significantly) reduced loads? I want to build a gun for yote control in areas that may be "noise sensitive" ;)
I have some terrific low noise 2400 FPS loads developed using blue dot powder but they don't come close to cycling the action.

I'm thinking of a cut /reduced power recoil spring but wonder about buffer weight etc. I'd preffer not to easter egg a solution unless need be.

Any experience appreciated.

Doubtful it will work. Your problem is that there isn't enough gas from the round to work the action.
