So what will warrent a refusal on a background check. Only a felony such as murder or rape? How about things like federal tax evasion. What about DUI/OWI or assault or public drunkeness, what about repeat offenses?

It is often possible for a person to obtain a Permit to Purchase, yet be denied a Permit to Carry.
