I can't see any reason why anyone would have to...

There is a story here somewhere. :scrutiny:

Unless it sat in salt water or something and got extremely corroded, or some similar catastrophic event, I can't think of any reason to throw away ammo. I did find myself in a situation where I had a "stash" of ammo but no gun in that caliber to shoot it in, but I took it to a gun show and sold it.

No, I did however consider it.
My downstairs flooded several years ago and the chest that I stored my ammo in was underwater for about 3-4 hrs (or so). It took a couple of days before I got a chance to go through my ammo and dry it out. I considered throwing it away but it was a lot of ammo so I figured I would try to salvage it (I did throw away all of the .22LR though).
I shot up all of my flood ammo over the next year or so and had 2 or 3 misfires out of a couple of thousand rnds of 9mm, 40S&W, .38spl, 357 Magnum, .308, 12 ga and 20 ga. I had a mix of everything from Silver Bear to Remington. I even had some reloads. It all went bang except possibly 3 rnds of Silver Bear in 9mm. Considering that I had a couple of cases that was underwater I don't consider this as a strike against this 9mm. Even the reloads made it through ok. I expect ammo to perform after being wet or even briefly submerged but I didn't expect such good results after hours of being underwater.
I did make sure that I was the only one shooting this stuff and it was all shot slow fire.

I have heard stories about Katrina-damaged ammo but fortunately I don't live in that area.
I did throw away an old box of .380 acp that had cases that didn't want to stay whole...

Patriotme - I would have tried shooting the .22 for target practice. If it "FtF", junk that round.
I have 500 round bricks wrapped in plastic wrap, then in foil, then in a plastic water-proof ammo can. The ammo is stored in an unheated detached garage and I've shot some of the Winchester Wildcats that are over 15 years old. So far, no squib loads, no FtF, etc.

Threw away an entire trash-can full of factory ammo 2 summers ago. In the 80's my Dad was getting ready for TEOTWAWKI, the ultimate SHTF type deal. When the world didn't end it was kind of forgotten about in the back of his storage barn. After he crossed the river a couple years ago we were cleaning out some of his stuff and found this heavy plastic trash-can, years before the mice has turned it into a mouse condo. Mice have rather poor waste management plans, and pretty potent urine... there was a LOT of ammo in that can.
