I notice the tools are available from brownells. How difficult is this for a do it yourself job. It appears it can be done by hand without a lathe. Is that correct?

Yes,
It's pretty simple. It's best done by hand imho.You'll need a hone to polish the cone after you are done,and a chamber gauge to use to keep from going too far.
When you first start reaming,the reamer is cutting on a small area.It will move deeper into the bore fairly quickly at first.As you get close to finished,it is cutting on a larger area and won't move in as fast.
It's a slow process,and you should remove the reamer every so often and clear the chips and reoil before making a few more turns.
