Realistically, if you can pass the NICS, and have bought a gun in since the 90s, you'll get the stamp no problem if your state allows the item in question. :)

The tax is a tax on transfer or building.

As no transfer took place - no tax is due.

As no building took place (this one is up to debate) - no tax is due.

No, its not. You cannot start a build until you have the approved form 1 in your hand.

I think he probably meant that in most cases, the gun is already built. For example a lower is a lower is a lower. It gets "built" when the tax stamp comes. The ATF has clearly maintained that a lower is a gun in and of itself. What type of gun it is is a matter of paper work. Whether you are using it legally or illegally depends on how what you use it for matches up with your paperwork.
