So it looks like Puerto Rico may beat IL to CCW.
How said is that?
And typical for IL. Here's hoping the lawsuits succeed where the legislature failed.

There are already licenses to carry handguns in Puerto Rico, they have just been issued on a 'may issue' basis. Owning a legal firearm in Puerto Rico is somewhat more difficult than on the mainland. You have to get a license just to keep a handgun at home. Puerto Rico is a pretty place, but very different when it comes to buying legal guns.

Yep.... and the feds track crime there through the UCR... there are a surprising number of Police Officers killed in the line of duty there as well... I know that the local departments there also participate in Federal Grant Programs for Cars and Equipment...
Seems to me that the 2nd Amendment should be on the list as well...

but they don't want to because they are currently exempt from federal income taxes, afaik.
iirc, that is the deal with statehood. with statehood comes federal elections and federal taxes.
