Does a dealer do them? What do they charge? Has there been any hassles?

Last show I was at there was a guy in a separate booth doing checks for $10.
Didn't seem too busy.
Why wouldn't people just leave the area and do a legal in state transaction?

According to the article that is addressed in the law.
"However, another section of the law specifically covers such "wink, wink" deals, stating that any transaction that starts in a gun show must involve a background check, even if the money and firearm are exchanged somewhere else later. That section would remain unchanged under Rose's proposal."
