so what exactly is a form one Ive been told that you can fill one out for a specific firearm and once it is returned to you with a tax stamp you can convert the said weapon into a non-transferable MG is this true?

No, you may not make a machine gun unless you are an SOT.

Interrogative: If the seller has a registered MG, then Buyer fills out a Form One to transfer it, correct?

A Form 5320.1 (we call it a "Form 1" for short) is the document you fill out to make a new NFA-regulated weapon -- as someone other than a Class 02 manufacturer. In theory, you can apply to make any kind of NFA weapon. In practice, the closing of the machine gun registry in 1986 means that you won't get a Form 1 approved to make a machine gun.

However, you can make silencers, short-barreled rifles and shotguns, "Any Other Weapons," and Destructive Devices -- assuming your state laws allow you to posses such.

Negative. If a seller has a "transferrable" machine gun then the buyer fills out a Form 4 to transfer it.

fyi

you can fill out a form 1 to make a machinegun....but you need a letter from a government agency requesting that you make the machinegun sent with the form 1....otherwise it will be denied.

The request letter is the only way a non license holder can make a machinegun legally. I have maybe heard of one such form 1 being approved with such a letter, but it was in the late 80's i believe. With so many SOT license holders out there already, it would be rare for a government agency to actually request something from a non-license holder (Unless you know someone perhaps).
