I want to get my C&R license... Any step by step way? I googled it, but it's misleading in some ways. Thanks

Surplusrifle.com and Calguns.net are great resources.

Calguns even has a huge vendor list that gives discounts to C&R holders.

HOW DO I GET A C&R?



You have to meet some minimum qualifications first:

*

21 years or more of age;
*

You cannot be prohibited from shipping, transporting, receiving or possessing firearms or ammunition; (i.e., you are not a convicted felon, also, you have to be a US citizen or permanent resident or have special dispensation)
*

You have not willfully violated the Gun Control Act (GCA) or its regulations;
*

You have not willfully failed to disclose material information or willfully made false statements concerning material facts in connection with his application (in other words, you did not lie on your application!)



If you think you are eligible for the license, then there are a couple of ways to get the required forms.



You USED to be able to download the forms or get them sent from your local ATF office. That is no longer the case. Now you need to either contact their central distribution center via online or phone. There is no charge to get the forms.



Online: go to http://www.atf.treas.gov/dcof/index.htm and request (on the right side of the screen)



“F7CR 5310.16 Application for License (Collector of Curios and Relics) Under 18 U.S.C. Chapter 44, Firearms”



They will ship the forms to you in a week or two.



Phone: Call (703) 455-7801 and put in your request for a “Form 7CR, Curio or Relic application kit” Again, it will take a week or two to get the forms.

The forms are there. Fill the first one and it auto-fills the second.

One to the BATF, one to your CLEO. The CLEO does not have to do anything unless they are going to object to its issue (criminal record...).

Fill out the form that you are a citizen.

Pay your $30.

It took me about three weeks to get mine.

You have to keep a bound book of acquisitions and dispositions. There is a version available for download at this website

(5)Spend money like a drunken sailor on the internet because of all of the cool stuff they can mail directly to your house.
(6)Repeat step 5 as often as you can afford it.

this is pretty much it.

it really is that simple.....print off the forms from the ATF website......fill them out........mail one set to the ATF....and drop the other set off at your local PD......wait for a large packet in the mail several weeks later.....done.

While waiting, get your bound book setup, if you don't like using a binder there are a few already bound ones available that are pretty nice. Avoid looking at Classicarms, SOG, J&G, AIM, Centerfire, Empirearms and RGUNS as you'll drive yourself crazy. My first purchase was a 91/30 Mosin Nagant from Classicarms that is a hoot to shoot, surplus ammo is cheap and it's great watching the concussion knock over other shooters targets...

Okay, a couple of things posted on here are actually outdated or don't really describe the easiest way to get a C&R. I know this because when I got mine last year, I was confused like the OP.

You can most certainly download the forms directly from the BATF website, you do not have to have them mail them to you.

Here is the link - ALWAYS get anything you send in DIRECTLY from the BATF. Then there's no confusion about an old application, or questionable sources.

The forms are on the right. In the future if anyone reads this post, in case they change their website, just find the BATF's website, then look for an option for Forms > Firearms Forms. Then look for the C&R application link.

Now, how to do it:
Read and follow the application, filling in everything truthfully and honestly (obviously).

On the form, for Position and Social Security Number, I put my Position as "Collector" and my SSN under that.

Don't forget to fully read and check/initial any boxes.

There is a SECOND copy of the application that has the payment area grayed out - this is for the chief law enforcement officer copy. You must send the 2nd copy to your chief law enforcement officer - you can probably find this info online pretty easily, or call up a police department in your area and say you're applying for a Federal Firearms License and would like the name and address of the chief law enforcement officer. They will help. Include a letter in the CLEO's copy of the application, explaining that you're applying for an FFL03 license and in compliance you are sending them a copy for their records - keep is small and simple and straightforward.

Don't forget the "Certificate of Compliance" that is another form on the BATF website. This is your certification you're a citizen of the US, etc. It must be sent with your application to the BATF.

Stamp both envelopes - one to the BATF, one to the CLEO of your area, and mail them.

Wait.

While you wait, order a bound book for $3 from Brownells or make your own from a 3 ring binder:

Then when you get the license, don't sign the original!! Make several photocopies and keep the original in your bound book for more copies later. Then sign your copies (I use red ink to show it's an original signature easier) and mail them to whoever you want to buy from.

Enjoy your C&R, it's really cool to have things shipped to your front door, no extra fee for a transfer, no hassle.

Just fill out the forms and send along with a check to the ATFE. A copy to your local law enforcement chief. Then wait. Worst money I ever spent. It has cost me thousands of dollars since. However, I let mine expire when obummer took over because now the ATF can come to your house and go through your stuff....chris3

My wife asked that I not send in my C&R until we get $1500 together for a big enough vault.

I do love that woman! She plans ahead.

Anotehr ting to think about, you can sell any part of your C&R collection to anyone at any point, you just need to issue them a bill of sale and record their info in your bound book.

In theory, this should make getting a 'full' FFL a bit easier in the respect that you may have gotten to know the ATF agent(s) assigned to your area before you apply. ;)

So, what act was passed that allows them to come to your house and go through your stuff post Obama's election? Nothing I've heard of or seen, and I pay pretty close attention. And you gotta figure, I'm hardly a fan of this bunch of clowns we have up there.

If the ATF wanted to check your collection before Obama, they could. Since he was elected, they still can. Or was a "jack-booted C & R team" instituted?
